I develop a very similar system on windows to stream open windows via ip. It works at the moment only on windows sorry linux guys.
Its name is VDM - Virtual Display Manager and since v2.1 i think it works really good. Its possible to work with the full desktop like VNC but i dont need the complete desktop always. All Mouseclicks are simulated so the user who works on the desktop will not desturbed.
Its possible to work on the same background windows from different computers, and its no problem if the window is not fully visible or not visible or out of screen on serverside.
